Job Requirements:


Position: HSE Manager


Educational Qualification

  1. Bachelor's degree in Engineering, Environmental Science, Occupational Health and Safety, Industrial Safety, or any related Science discipline.

Experience

  1. Minimum of seven (7) years of progressively responsible experience in Health, Safety and Environment (HSE), with at least three (3) years in a supervisory or managerial role.
  2. Experience in oil and gas, engineering, fabrication, construction, maintenance, marine, or industrial services sector.
  3. Demonstrated experience in implementing and maintaining integrated management systems.

Professional Certifications

  1. Registered member of ISPON or equivalent recognized HSE professional body.
  2. ISO 45001:2018 Occupational Health and Safety Management Systems Internal Auditor or Lead Auditor.
  3. ISO 14001:2015 Environmental Management Systems Internal Auditor or Lead Auditor.
  4. Incident Investigation and Root Cause Analysis training.
  5. First Aid, Fire Safety, Emergency Response or Risk Assessment certifications are added advantages.


Technical Knowledge


The candidate shall possess:

  1. In-depth knowledge of Nigerian HSE legislation and regulatory requirements, including those issued by NUPRC, the Federal Ministry of Labour and Employment, NESREA, and other applicable authorities.
  2. Sound understanding of international HSE standards, including ISO 45001, ISO 14001 and relevant industry best practices.
  3. Thorough knowledge of hazard identification, risk assessment and control methodologies.
  4. Strong understanding of permit-to-work systems, Job Hazard Analysis (JHA), Job Safety Analysis (JSA), and safe systems of work.
  5. Knowledge of environmental management, waste management, pollution prevention, and sustainability principles.
  6. Ability to plan and coordinate emergency plans
  7. Knowledge of contractor HSE management and compliance monitoring.
  8. Understanding of fabrication, welding, lifting operations, pressure testing, calibration activities, confined space entry, working at height, electrical safety, mechanical operations, and offshore/onshore project safety requirements.

Key Roles and Responsibilities


1. Leadership and Management

  1. Develop, implement, maintain, and continually improve the Company's HSE Management System.
  2. Develop annual HSE objectives, targets, programmes, and Key Performance Indicators (KPIs).
  3. Provide leadership and guidance to HSE personnel across all company locations and project sites.
  4. Promote a positive HSE culture by demonstrating visible leadership and encouraging employee participation.
  5. Advise Management on HSE risks, emerging regulatory requirements, and improvement opportunities.

2. HSE Management System

  1. Ensure effective implementation and maintenance of ISO 45001 and ISO 14001 Management Systems.
  2. Develop, review, and update HSE policies, procedures, safe work practices, and guidelines.
  3. Ensure HSE documentation is maintained, controlled, and periodically reviewed.
  4. Coordinate management reviews relating to HSE performance.

3. Legal and Regulatory Compliance

  1. Ensure compliance with applicable Nigerian HSE legislation and regulatory requirements.
  2. Monitor changes in HSE laws, standards, and client requirements and ensure timely implementation.
  3. Liaise with regulatory agencies, clients, certification bodies, and external stakeholders on HSE matters.
  4. Coordinate statutory inspections, permits, approvals, and regulatory reporting.

4. Risk Management

  1. Establish and maintain processes for hazard identification, risk assessment, and implementation of effective control measures.
  2. Ensure Job Hazard Analysis (JHA), Job Safety Analysis (JSA), and Risk Assessments are conducted for all applicable activities.
  3. Review project HSE plans and ensure risks are adequately managed before work commences.
  4. Monitor implementation of risk controls and verify their effectiveness.

5. Operational HSE Oversight

  1. Monitor HSE performance across fabrication yards, workshops, project sites, warehouses, offices, laboratories, and field operations.
  2. Ensure compliance with Permit-to-Work systems and safe work procedures.
  3. Conduct routine HSE inspections and workplace audits.
  4. Verify compliance with PPE requirements and safe work practices.
  5. Ensure emergency equipment, firefighting systems, first aid facilities, and emergency response arrangements remain effective.

6. Incident Management

  1. Ensure all incidents, near misses, unsafe acts, and unsafe conditions are promptly reported and investigated.
  2. Lead or coordinate incident investigations using appropriate root cause analysis techniques.
  3. Ensure corrective and preventive actions are implemented and verified for effectiveness.
  4. Monitor incident trends and recommend preventive initiatives.

7. Environmental Management

  1. Ensure effective management of environmental aspects and impacts associated with company operations.
  2. Monitor waste segregation, storage, transportation, and disposal activities.
  3. Promote pollution prevention, energy conservation, and sustainable environmental practices.
  4. Ensure compliance with environmental permits and reporting requirements.

8. Emergency Preparedness

  1. Develop and maintain emergency preparedness and response plans.
  2. Coordinate emergency drills and evaluate emergency response effectiveness.
  3. Ensure emergency response teams are adequately trained and equipped.
  4. Coordinate response during emergencies and support post-incident recovery activities.

9. Training and Competence

  1. Identify HSE training needs for employees and contractors.
  2. Develop and coordinate HSE induction programmes and competency training.
  3. Conduct toolbox talks, safety awareness campaigns, and behavioural safety programmes.
  4. Evaluate the effectiveness of HSE training and competency programmes.

10. Contractor and Project HSE Management

  1. Evaluate contractor HSE capability during vendor selection processes.
  2. Monitor contractor compliance with Company and client HSE requirements.
  3. Participate in project planning meetings to ensure HSE requirements are integrated into project execution.
  4. Support project teams during mobilization, execution, and close-out activities.

11. Performance Monitoring and Reporting

  1. Monitor HSE Key Performance Indicators (KPIs).
  2. Prepare weekly, monthly, quarterly, and annual HSE performance reports.
  3. Analyze HSE data to identify trends and recommend improvement initiatives.
  4. Present HSE performance updates to Management and clients as required.

12. Audits and Continuous Improvement

  1. Plan and coordinate internal HSE audits and inspections.
  2. Participate in external audits conducted by clients, certification bodies, and regulatory authorities.
  3. Monitor implementation and close-out of audit findings.
  4. Promote continual improvement through lessons learned, best practices, and innovation.

13. Budget and Resource Management

  1. Prepare and manage the departmental budget.
  2. Ensure adequate provision of PPE, emergency equipment, monitoring devices, and other HSE resources.
  3. Evaluate and recommend HSE equipment and technology to improve operational performance.

14. General Responsibilities

  1. Ensure confidentiality of HSE records and information.
  2. Represent the Company on HSE matters during client meetings and regulatory engagements.
  3. Perform any other duties assigned by Management that are consistent with the objectives of the role.
